President & CEO

Imelda Diaz, P.E.

With over 25 years of experience in flood control and civil engineering, Imelda Diaz, P.E., brings unparalleled leadership to Diaz Engineering.

As former Director of Engineering at the Harris County Flood Control District, she managed a team of 64 employees and led multi-million-dollar flood risk reduction projects in partnership with entities like the US Army Corps of Engineers, TxDOT, and the City of Houston.

Her expertise in navigating regulations and delivering large-scale projects makes her a key guide in safeguarding communities and driving impactful solutions.

Executive Vice President

Stephanie Zertuche, P.E.

With over 14 years of experience, Stephanie brings a strategic blend of technical expertise and leadership, having successfully managed projects such as the San Jacinto River Authority and Harris County Flood Control District.

She delivers complex infrastructure projects on time and within budget, ensuring precision and community impact.

  • Expertise in roadway, site grading, drainage, stormwater systems, utilities, and levee repair.
  • Proficient in Civil 3D and MicroStation for plan production.
  • Strong skills in contract development, administration, and proposal negotiation.

  • Proven ability to deliver projects on time and within budget for agencies like SJRA and HCFCD.

Our Background

Diaz Engineering, LLC, a Texas-based minority, woman-owned, and HUB certified consulting engineering firm, specializes in water resources and program/project management. Our expertise lies in providing comprehensive solutions for flood damage reduction projects, with a client base primarily consisting of government agencies.

Recognizing the urgency of flood control in Texas, our team at Diaz Engineering has played a pivotal role in numerous initiatives across Harris County. Our mission is to safeguard communities and enhance citizens’ quality of life.
