Diaz Engineering LLC, a Texas-based consulting engineering firm, specializes in water resources and program/project management. Our expertise lies in providing comprehensive solutions for flood damage reduction projects, with a client base primarily consisting of government agencies.

GENERAL DESCRIPTION:

Diaz Engineering is seeking a full-time Project Manager to oversee the design of various types of civil engineering projects. In this role, you will be responsible for conducting technical analyses and designing public works infrastructure, including but not limited to flood damage reduction projects.

Essential Functions and Duties:

  • Lead and manage civil engineering projects from inception to completion.
  • Collaborate with the lead hydrologic and hydraulic engineer on modeling to evaluate flood hazards, prepare project impact analyses, and develop mitigation strategies.
  • Design flood protection infrastructure, including levees, channels, and detention basins.
  • Design various park spaces and recreational trail projects, including shared-used trails and pedestrian bridges.
  • Prepare and review project proposals, documentation, reports, and presentations.
  • Prepare studies, reports, plans, specifications, and cost estimates for a wide variety of water resources projects.
  • Support project managers with client relations, stakeholder management, and sub consultant coordination.
  • Coordinate and work with a team of project managers, design engineers, technicians, and support staff to successfully complete a variety of projects.
  • Take ownership of projects from start to finish.

Additional Responsibilities and Duties:

  • Attend department staff meetings
  • Attend meetings with coordinating departments, vendors and agencies.
  • Attend seminars, conference workshops, re-certification or other training programs.
  • Perform other duties that may be added or changed as the course and scope of the job directs.

Education and Experience:

  • Experience in Water Resources Engineering and Flood Risk Hazard Evaluation.
  • Proven experience in designing flood protection infrastructure, such as levees, channels, and detention basins.
  • Strong project management skills are a plus.
  • Structural experience a plus.
  • Excellent problem-solving and analytical abilities.
  • Proficiency in relevant engineering design software and tools.
  • Bachelor’s or Master’s degree in Civil Engineering or a related field.
  • Professional Engineer (PE) license
  • Minimum 5-7 years of experience.

Knowledge, Skills and Abilities:

  • Strong skills using Microsoft Office applications (Outlook, Word, Excel, Access and PowerPoint).
  • Strong skills using project management tools and systems, including but not limited to Microsoft Project.
  • Requires knowledge/understanding of construction standards, practices and techniques.
  • Requires good diagnostic and trouble shooting skills to solve unusual work problems and advise on complex technical questions and/or difficult work solutions.
  • Requires good analytical skills in applying guidelines, policies and precedents and in adapting standard methods to fit facts and conditions.
  • Requires good communication skills including presentation, grammar and writing skills.
  • Bilingual skills in English/Spanish a plus.
  • AutoCAD Civil 3D proficiency a plus.

Licenses and certifications:

  • Valid Class “C” Texas  Driver’s License required.
  • Professional Engineer Registration (State of Texas) required.

Supervision Exercised:

  • May supervise graduate or junior engineers / Engineers-in-Training.

Internal contacts:

  • Primarily with division and department managers, as well as departmental office staff.

External contacts:

  • Primarily with County staff and design engineers; also with citizens, visitors and mid-level representatives and professionals of other government agencies, vendors and organizations.
  • Frequently attend public meetings and may give presentations upon request on behalf of DIAZ.

Tools and Equipment Used:

  • Office equipment including telephone, computer, data entry devices, facsimile, calculator, photocopier, printer and scanner.
  • Ability to use computer assisted drafting software, specifically AutoCAD Civil 3D is desirable.

Environmental Exposure:

While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time:

  • Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditions and noise levels.
  • Extensive use of a video display terminal (computer monitor).
  • When at field locations, may be exposed to significant levels of heat, cold, moisture, air pollution, wind and dust, wildlife and flying/walking insects.
  • When at field locations, may be exposed to vibration and/or noise in excess of 85 decibels.
